Strategy needs to move beyond the rationalisation of wish-lists to become a meaningful tool in regional economic development. Priorities need to be identified and justified and hard choices often require to be made.

As evaluation techniques have become more sophisticated, the lack of hard results from low-common-denominator strategies has become increasingly transparent.
